One argument for pre-school is that it helps children develop skills required for further education. At that age, this would primarily mean self-regulation skills,  such as beginning to sit still and focus when distractions (i.e. other children) are present. This can also be a good opportunity to discover or confirm that a child is much more distractible or has greater difficulties with self-regulation than same age peers. You can begin implementing strategies to teach these skills more intensively when the stakes are low and hyperactivity won't jeopardize your child's academic and/or social success. So the question becomes: do you have concerns about your child's development in this area? Obviously the expectations at this age are not very high! But can she sit still and listen to a story being read? Can she follow two or three step directions? Pre-school may reveal that she's actually right on track, or give clues about how to support her as she matures.
